Campaign Builder continues building the basic foundation of their campaign, by looking to factions, and creating a guild from the ground up. With a smattering of NPCs and a constant eye on what opportunities may be presented to the party, the Dungeon Masters . Keeping it simple, they lay out a basic breakdown of interesting environments to the North, South, East, and West, as well as important landmarks in each of these directions. And while they discuss the reasons for their decisions, they also make certain to discuss themes, the necessity of variety, and limitations.

Three factions might be a Physicks Guild, which much like the UN they need guards and procurement specialists (warriors, outdoorsman and criminals). An inventors guild who need testers, procurement and guards as well as the creative staff (great for Brad Ill wager!). And an Executors Guild nominally a legal services rather than death dealers. But again serving a legal document might need all sorts of skills and powers to get things done.

In a Mage the Ascension Technocracy game i was part of a group of technocrats under the cover of being a minor bureaucracy: the Denver Area Water Board. Yes we were the most violent Water Board ever!!

I would also suggest Adam and Dan add notes for the characters to build their own Guild even though you guys are doing by default they are part of Black Ink Guild. as an aditional note I would recommend that you change the colors of the Black Ink Guild from White and Black to Gold quill and ink pot on a Black field as to tie in better in with the name of the Guild leader.

Alright so in my group we went with a militia for our characters to begin with in my 1e campaign. i would also disagree with your assumption that a militia isn't trained and a battalion is a trained group. Number one at least in the states if I recall correctly a large group like 300 or more individuals in the army is a battalion. Looking it up it seems that Canadians use Battalion = Military which is fine but I woud suggest Militias are those who might be somewhat trained but they are part time as opposed to full-time military (Battalion) Basically a local defense to keep bandits in check. then the guy who has no training and a pitchfork is probably a levy which is basically the conscripted peasants which are then thrown out in front absorb the first shock of battle and don't really expect much from them. That's all of the way I would break it down from my point of view in my experience, and your mileage may vary.
