Dans dynamic encounter I would have the social skills of the party being the main determinant of the looters who are trying to make amends which side they take. Do they like Locklands Lot or the PCs more in this moment of guilt? And which way they feel about the party tells the DM which way the NPCs go. Further into crime with Locklands Lot or redemption with the PCs.

How to determine where on the law to chaos chart you are from my POV is really easy. If the leader is above consequences (even a leader of one) it is chaotic, if sometimes it is it it neutral and if they must deal with consequences for all actions then they are in a lawful society.
