one of my more recent NPC unveilings was built by; race, cult position, class, name then traits. Thundereyes is a Human 7th level mage who's eyes seem to be crackling with electricity, his cult leader, Voice of the Clear Sky, was done the same speaking with impressive volume. Both hail from The Primarium of the Great Sky. A blue Dragon Cult that in public they are always well dressed, immaculate and neat while favoring colors seen in the sky.
