Honestly id use a Succubus manipulating armies and sorcerors and bureaucracies because it has found the weakness in their leaders to manipulate these forces making the heroes have to work their way up through multiple organizations, find the power behind the throne rectify it and then look for the next one... Until they stop the Succubus.
