Realistically based upon ypur description the Necronomicon is very much like a limited Gate spell a Gate limited to only Cthulian godlike creatures. Thus I wouldn't find it very unbalancing. And if you haven't considered the massive effects Gating in other Gods might have then you might be slacking... ;)
